Local 87 – Parkland at the Lakes – Filing for Conciliation

Dear Local 87 members:

Your bargaining committee has been meeting with your employer to try to reach a fair resolution to current negotiations.

We have met for a total of five days over a three-month period. Although a number of articles have been agreed upon, progress has been very slow. To date, the employer has not tabled any wage proposal. Further to this, the Union is filing for Conciliation.

Conciliation is the process of intervention in collective bargaining by a neutral third party knowledgeable in effective negotiation procedures.  This third party is called a “Conciliator.” This person helps employers and trade unions reach a collective agreement, but has no authority to make decisions. Conciliators are appointed by the Minister of Labour and Workforce Development (or a delegate) at the written request of one or both parties to assist with collective bargaining when negotiations have broken down.

If after meeting with the parties the Conciliator determines that an agreement will not be reached, he/she declares an impasse. The law then requires the Conciliator to file a confidential report with the Minister of Labour and Workforce Development.
